It's a vintage optical toy that creates symmetrical patterns through the reflection of light off mirrors and colored objects inside a tube. Model number, #150. Made of cardboard and metal, with plastic or glass elements inside. Features colorful, psychedelic, exterior graphics. Creates various symmetrical patterns when rotated and viewed through the eyepiece. Countless number of designs are possible. Six designs are shown in the pictures.
